Born and raised in Ukraine.
In 1992 Mr Smelyansky entered the Odesa State Economic University, International Marketing Department, and studied there for three years and continued his studies at Pace University in the United States and graduated from it with honors, with a major in Auditing and a minor in Law.
Later Mr Smelyansky graduated from George Washington University Law School and obtained an MBA degree with honors (Top 5%) from Georgetown University McDonough School of Business.
After the graduation Mr Smelyansky started working in his degree field, as a tax specialist. One of the first companies I worked for was Cantor Fitzgerald, located on the 101st floor of one of the World Trade Centre buildings. After that he worked for KPMG, Citibank, a number of law firms.
In 2005 Mr Smelyansky started in Boston Consulting Group in the CIS in the field of management consulting in Ukraine and Russia. From 2008 to 2010 he was Mergers and Acquisitions Director at Promsvyazbank International Bank, being at the same time Chairman of the Board of three other banks. In 2010–2011 Mr Smelyansky managed the merger and acquisition of Dongorbank by FUIB.
After that He returned to Boston Consulting Group as Director, working on the development strategy, major transactions in the oil and energy sectors, analytical strategies. Later, in 2014, Mr Smelyansky returned to FUIB to help with its merger with Renaissance Capital bank.
In 2015 Mr Smelyansky worked at KPMG in New York.
In April 2016 I was appointed Director General of Ukrposhta.
